The Provincial Agrarian Reform Program Officer (PARPO) II and North Bukidnon Provincial Project Coordinator, Engr. Norberto R. Paquingan, DM together with the five agrarian reform beneficiaries organization (ARBO) project ConVERGE recipients represented by its respective chairmen signed the Policies, Systems and Procedures (PSPs) and Memorandum of Agreement (MOA) for the Bukidnon Cassava Production, Processing and Marketing of Granules on June 25, 2018 at Mantibugao Agrarian Reform Beneficiaries Farmers Cooperative (MARBFC) office, Mantibugao, Manolo Fortich, Bukidnon.

PARPO Paquingan on his message highlighted the importance of the project especially in increasing farm income thus alleviating the lives of the farmers. He also reminded the ARBOs to take good care of the equipment and machineries that the project has been provided to them.

Prior to the activity, since there was really a need to generate a leverage effect of common ground where the rules of the game for the stakeholders were evident and predictable, a workshop on the finalization and firming up of PSPs’ enterprise and MOAs had been conducted for the concerned ARBOs on June 7- 8, 2018 hosted by the Regional Project Management Office (RPMO)-10 in Cagayan de Oro City.

A seven-pager PSPs contained the cluster general information, purpose of the PSPs manual, coverage and key content area, partnership development, membership development and expansion, monitoring and evaluation and sustainability financing. It will be the ARBOs’ roadmap for its day to day operations and will provide guidance for decision making and streamline internal processes. This will likewise be the guidelines for actions to attain the established objectives of the project. While the four (4) page agreement entitled “Memorandum of Agreement for the Bukidnon Cassava Production, Processing and Marketing of Granules consisted of four (4) articles covering the responsibilities of DAR, lead andparticipating ARBOs.

The PSP and MOA signing set the ball rolling which will ultimately improve the smooth and efficient implementation of the business enterprise. (Marivel Lustre)
